Jakarta, benang.id – Satuan Tugas (Satgas) Penanganan Covid -19 menerbitkan Surat Edaran (SE) No.16 Tahun 2022 tentang Ketentuan Perjalanan Orang Dalam Negeri Pada Masa Pandemi Corona Virus Disease Tahun 2019. SE terkait Pelaku Perjalanan Dalam Negeri (PPDN) ini berlaku efektif mulai 2 April 2022.
Ketua Satgas Penanganan Covid -19 Letjen TNI Suharyanto mengatakan SE terbaru ini telah menindaklanjuti arahan Presiden Joko Widodo, bahwa masyarakat yang sudah booster boleh mudik. Aturan tersebut sebagai bentuk kepercayaan Pemerintah terhadap masyarakat yang dinilai sudah taat dan patuh menjalankan protokol kesehatan.
“Pemerintah berharap melalui SE ini, masyarakat dapat berperan lebih dalam mencegah penularan Covid -19, terutama saat melakukan tradisi mudik lebaran Idul Fitri 1443 Hijriah. Kami mohon kepada masyarakat agar dapat menjaga kepercayaan ini dengan bersikap jujur, mematuhi peraturan yang ada, karena berani jujur itu sehat,” tutur Suharyanto melalui keterangan pers tertulis, Minggu (3/4/2022).
Juru Bicara Pemerintah untuk Penanganan Covid -19 Prof. Wiku Adisasmito menjelaskan lebih lanjut, bahwa penyesuaian kebijakan dalam SE ini dengan penuh pertimbangan. Salah satunya, Kementerian Perhubungan memperkirakan aktivitas mudik akan meningkatkan tren mobilitas antardaerah. Survei Kemenhub memprediksi ada 79 juta orang yang akan melakukan mudik lebaran.
“Untuk penyesuaian kebijakannya, dilakukan pada aspek syarat dokumen perjalanan berdasarkan histori vaksinasi, umur, dan kondisi kesehatan,” jelas Wiku.
Lebih lanjut dijelaskan, terkait syarat untuk pemudik atau pelaku perjalanan yang bisa mudik tanpa syarat testing. Yaitu, bagi yang sudah vaksin booster maka tidak diberlakukan testing. Namun, bagi yang menerima vaksin dosis kedua tetap mensyaratkan tes antigen dengan sampel diambil dalam kurun 1 x 24 jam, atau PCR 3 x 24 jam. Khusus yang baru menerima dosis pertama tetap mensyaratkan PCR dalam kurun 3 x 24 jam.
“Syarat ini untuk memastikan bahwa yang mudik dalam keadaan sehat, sudah divaksin booster. Ini sebagai bentuk mudik aman dan bertanggung jawab,” imbuh Wiku.
Terkait pentingnya vaksin booster ini, Wiku sedikit menambahkan bahwa butuh waktu bagi vaksin membentuk imunitas. Para ahli imunologi sepakat prosesnya memakan waktu 1 – 2 minggu setelah penyuntikan.
“Pada prinsipnya, secara patologis kemampuan respon tubuh manusia berbeda-beda dalam
membentuk kekebalan,” jelasnya.
Dalam pembentukan antibodi, lamanya waktu dapat dipengaruhi faktor usia dan kondisi
komorbid, yang juga menjadi pertimbangan Pemerintah menetapkan prioritas penerima. Adanya fakta ini, seharusnya menyemangati masyarakat memenuhi vaksin dosis penuh dan booster. Agar semakin siap beraktivitas secara sehat dan optimal.
“Sehingga dihimbau kepada masyarakat untuk segera memenuhi dosis vaksinasi lengkap maupun booster. Sekurang-kurangnya 2 minggu, khususnya sebelum menjalankan kegiatan sosial berskala besar seperti mudik,” saran Wiku.
Di samping itu, dilakukan penyesuaian syarat kepada yang memiliki kondisi kesehatan (penyakit komorbid) khusus dan anak. Bagi komorbid yang tidak dapat divaksin, maka wajib tes PCR 3 x 24 jam ditambah surat keterangan dokter dari rumah sakit (RS) pemerintah yang menyatakan bahwa belum atau tidak dapat divaksin.
Sementara, untuk anak usia kurang dari 6 tahun tidak diberlakukan testing, namun wajib didampingi pendamping perjalanan yang sudah memenuhi syarat testing dan vaksinasi. Bagi anak berusia 6 – 17 tahun mengikuti aturan vaksinasi dan testing PPDN umum
Selain itu, akan dilakukan random checking atau pemeriksaan acak persyaratan perjalanan.
Pemeriksaan ini akan dilakukan terhadap para pemudik untuk semua moda transportasi terutama dengan kendaraan pribadi melibatkan instansi pelaksana bidang perhubungan, Satpol PP, Satgas Daerah, TNI dan Polri.
